Step 1: You need to make a clean and organized workspace for designing a photo that will be used to make your wedding invitations. Make sure that you close all the other applications that are running in the system.

Step 3: Now, you need to import your vector or raster image. In this tutorial, we will use a raster image
Step 4: Add a new layer by clicking on the New Layer icon in the Layers palette.
Step 5: When you create a new layer, you must close all the layers that are currently opened. In this layer, I am closing everything except the Layer 0.
Step 6: You are done with the New Layer! To edit your layer now, move your cursor over it and select Edit Layer/ Edit Layer Mask as shown in the image below.

It was October 1981 and the morning news carried reports of the assassination of two US congressmen in the parking lot of a Washington DC pizza parlor, and the kidnapping of the wife and daughters of Senator Howard Metzenbaum, and the attempted assassination of Metzenbaum himself. The pundits talked about “a period of domestic terror,” as Republicans and Democrats fanned out to try to find the assassins. Some of their statements were dramatic and inflammatory. And on November 3, 1981, the “Find the bastards” crowd achieved their objective. The US Congress invoked the so-called War Powers Act, allowing the administration to use force against Iran at the end of the very next day, a day later than the law allowed. They continued the war against Iran for about three years, until the hostages were finally freed in January of 1984.
The War Powers Act was an agreement on a set of principles for presidential war powers, and it was a happy accident. The idea for it was born in a chance conversation in the Senate between two Republicans and two Democrats in the spring of 1969.(2) It was Dan Quayle, then a member of the House of Representatives who won election to the Senate in 1972, who introduced the bill that became the “War Powers Act.” (3) There was a new Senate, and the new freshman Senator, Philip Hart, took the lead in drafting the bill.
